Stephen was born in 1973 and grew up in Portfield Avenue, Haverfordwest, where he attended Fenton Infants, Barn Street Junior School and Tasker Milward VC School. Following a Gap year spent working with voluntary projects in USA and Colombia Stephen went on to study at Bristol University, graduating in 1995 with First Class Honours.

Stephen spent time following his graduation working for a number of companies in Pembrokeshire before taking a job working in the House of Commons as a Research Assistant to Andrew Rowe MP. He later went on to work as Parliamentary Affairs Officer for the National Council for Voluntary Youth Services.

Between 1998 and 2002 he was Policy and Campaigns Manager at London Chamber of Commerce & Industry before undertaking an MBA at London Business School. In 1998 Stephen also served as an Election Observer for the OSCE in Bosnia Herzegovina.

Stephen's main passion outside of politics is rugby, playing as a student at County and University level and continues to play both for the London Business School Alumni and the House of Commons Team. He also enjoys a wide range of sports and outdoor pursuits and is a keen long distance runner completing several Marathons, including the 2002 London Marathon raising £1500 for the Kidney Patients Association.
